In 2012, a man in Oregon was
sentenced to 30 days in jail and
issued a $1,500 fine for collecting
rainwater on his own property
because a 1928 law states that all
water is publicly owned. Source

It’s important to note that this wasn’t a simple “rain barrel at the downspout” case. This guy had entire ponds he was directing water to (to the tune of millions of gallons), preventing runoff from reaching areas downstream that needed it, and didn’t stop when the authorities asked.
